Efficient quality of service regulation: key to ICT development

The Commissionaires of the Public Services Regulatory Commission are discussing the quality standards for internet provider services at the PSRC hearing.
Quality standards and minimum criteria for internet provider services were introduced in Armenia for the first time.


Mr. Tsaturyan, participant in the Seminar on Quality of Service and Consumer Protection, developed a list of quality standards for IP services based on international best practices.

Three representatives from the Public Services Regulatory Commission (PSRC) participated in the Seminar on Information and Telecommunication Technologies organized by the International Telecommunication Union in Geneva, Switzerland from August 31 to September 1, 2006. The seminar focused on quality of service (QoS) and consumer protection as key components of an enabling environment for information and communication technologies. The aim of this meeting was draw upon lessons learned and identify best practices through interactive discussions on such topics as measuring, monitoring and enforcing quality of service, quality of service targets for all the IP networks and services, and consumer related regulatory issues.

One of the participants, Mr. Vahagn Tsaturyan, Senior Specialist of the Telecommunication Department, PSRC, was particularly satisfied with meeting the representatives of the Telecommunication Regulating Authority of Lithuania. During as well as after the seminar, both Armenia and Lithuania regulatory bodies continued networking and exchanging their experience pertaining to quality standards of internet provider (IP) and mobile operator services.

In early 2007, based on the quality standards operating in Lithuania, the participants drafted a decree which sets quality standards for IP services in Armenia. The decree sets standards and minimum criteria for internet provider services that relates to Internet speed, internet provider-consumer relationship (e.g. contracting), minimum required information to be posted on internet providers’ sites and on the dial-up cards and providers’ reporting to PSRC. The draft decree was submitted to the IT Development Support Council, which is chaired by the Prime-Minister and has internet providers on its Board for their review and comments/recommendations. Based on the comments received from ITDSC, the final draft of the decree was prepared (April 2007) and submitted to PSRC Board for approval. The decree was approved by PSRC Board on October 29, 2007.
